On Wednesday, Syrian opposition, organizations and activists launched a campaign setting conditions for the start of the return of refugees to Syria, foremost of which is the departure of the regime’s president, Bashar al-Assad.

According to the Anadolu Agency correspondent, more than 40 Syrian organizations and bodies signed the launching statement of the campaign called “The Return begins with the departure of Al-Assad.”

In addition to the condition of al-Assad’s departure, the campaign emphasized the need to stop the regime’s bombing of northern Syria, accomplish the political transition in the country, provide a safe environment, and begin reconstruction, as other conditions for the voluntary and dignified return of refugees.

The campaign coincides with the Syrian regime, sponsored by Russia, holding an international conference in the capital, Damascus. To discuss the file of the return of Syrian refugees to their country.

The campaign organizers say that it will include activities in conjunction with the holding of the conference and in the coming days, popular protests inside and outside Syria, and media reports that monitor refugees’ rejection of the conference and its outcomes.

** Russian hoax

The Syrian Opposition Coalition, the largest umbrella of the opposition, in turn announced its rejection of the refugee return conference in Damascus.

The coalition said that “while Russia is calling for such a conference, it continues to commit war crimes by bombing civilians in northern Syria.”

In a statement, he stressed, “It is not possible to organize such a conference without fulfilling the most important conditions for the return of Syrians to their country, chiefly the absence of the reason for displacement by stopping the bombing, achieving the political transition and ensuring a safe environment for the voluntary and dignified return of refugees.”

For his part, Abdel Moneim Zain Al-Din, general coordinator in the Syrian revolution, one of the campaign’s organizers, said that the latter’s goals are “to convey a clear message to the international community, Russia, the regime and its allies, that the return of refugees does not take place before the departure of the Assad gang that displaced them.”

Speaking to Anadolu Agency, Zainuddin explained that one of the goals of the campaign is to “expose the falsehood and lie of the refugee return conference, which aims to rehabilitate the system under humanitarian slogans to gain reconstruction funds.”

The campaign also aims to “draw the world’s attention to the importance of the refugee file, and that it must be dealt with in the right way, in addition to defending the rights of refugees,” according to Zinedine.

He considered that the campaign “is an opportunity to consolidate the concept of non-return in the presence of Assad, to pressure countries to abandon Assad, and to warn refugees of the dangers that they will face if they decide to return to regime areas before the departure of Assad.”

** Definition of return requirements

Ammar Qahf, head of the Omran Center for Studies, one of the signatories of the campaign statement, said that “the aim of the campaign is to redefine and frame the right of return to Syria for more than 6 million refugees and 7 million forcibly displaced persons.”

“The campaign coincides with the claims of the regime and Russia to hold a conference for refugees with the aim of promoting that entitlement to return is subject to governmental mechanisms in Damascus, while it is a political entitlement and a prerequisite for the political process,” Kahf told Anadolu Agency.

He stated that “the most important requirements for return are real and sustainable security, which is not achieved under the regime’s intelligence and security apparatus.”

Qahf said, “In the event that the Syrian regime is gone and its solution is dissolved, people start thinking of returning, and then there will be room for discussion of the economic aspect and reconstruction.”

In the context, Muhammad Jarn, head of the Turkmen Bayer Boujak Front (North Latakia / West), considered the campaign “important to define the requirements for the return of refugees, most notably the availability of security, and this cannot be provided under the control of the current regime.”

Jarn stressed that the return must be subject to the provision of security and the start of reconstruction, which requires a political transition in the country, and the provision of a safe environment that preserves the dignity of all Syrians.
