The Director of the General Intelligence Department of the Assad regime, Major General Hossam Louka, participated in the “Arab Intelligence Forum” sponsored by Egypt and held on its territory two days ago (November 9 this year).
Luke appeared in a picture that collected a large number of directors and heads of intelligence services in the Arab world, who are meeting according to official Egyptian statements about developments in Afghanistan.
Last February, with the participation of Egyptian President Abdel Fattah al-Sisi, the head of General Intelligence and a number of heads of Arab intelligence services, the headquarters of the “Arab Intelligence Forum” was inaugurated in Cairo, in the presence of the Secretary-General of the League of Arab States, Ahmed Aboul Gheit.
Egypt played the main role in establishing this forum, which is the first of its kind in the region. Since September 2020, the United States of America has been punishing Hossam Louka, accusing him of committing crimes against the Syrians, and of supporting the Assad regime in persecuting the Syrian people.
Major General Hossam Louka runs the General Intelligence Department in Syria, appointed by Bashar al-Assad since July 2019.
In addition, Bashar al-Assad appointed him to be responsible for the Security Committee in Daraa, and Luke has strong relations with intelligence officers in Daraa, in addition to his closeness to Russian officers.
In the recent events in Daraa months ago, he repeatedly delivered threatening messages during meetings with reconciliation and negotiation delegations in Daraa. He also played a major role in the military escalation taking place in Daraa recently, as it often tends to military solutions.
Luka hails from Khanaser area in the southern countryside of Aleppo, and is considered one of the most prominent security figures affiliated with the regime, as he had the largest role in controlling the Al-Waer neighborhood in the city of Homs in 2017. Nasr al-Ali was known for his security stranglehold against the first peaceful demonstrations in the city of Homs.
His name also appeared on the lists of regime security figures responsible for torturing detainees in prisons.
In 2012, the European Union included Major General Hossam Louka on the sanctions list, due to his participation in the torture of demonstrators and the civilian population.

Luke, Afganistan’daki gelişmelerle ilgili Mısır’ın resmi açıklamalarına göre bir araya gelen Arap dünyasındaki çok sayıda yönetici ve istihbarat servisi başkanını bir araya getiren bir fotoğrafta yer aldı.
Geçen Şubat ayında, Mısır Devlet Başkanı Abdülfettah el-Sisi, Genel İstihbarat Başkanı ve bir dizi Arap istihbarat servisi başkanının katılımıyla, “Arap İstihbarat Forumu” genel merkezi Kahire’de Sekreterin huzurunda açıldı. -Arap Devletleri Ligi Generali Ahmed Aboul Gheit.
Bölgede türünün ilk örneği olan bu forumun kurulmasında Mısır başroldeydi. Eylül 2020’den bu yana Amerika Birleşik Devletleri, Hossam Louka’yı Suriyelilere karşı suç işlemekle ve Suriye halkına zulmetmede Esad rejimini desteklemekle suçlayarak cezalandırıyor.
Tümgeneral Hossam Louka, Temmuz 2019’dan bu yana Beşar Esad tarafından atanan Suriye’deki Genel İstihbarat Dairesi’ni yönetiyor.
Ayrıca Beşar Esad onu Dera’daki Güvenlik Komitesi’nden sorumlu olarak atadı ve Luka’nın Rus subaylarına yakınlığının yanı sıra Dera’daki istihbarat görevlileriyle de güçlü ilişkileri var.
Aylar önce Dera’da yaşanan son olaylarda, Dera’daki uzlaşma ve müzakere heyetleriyle yaptığı görüşmelerde defalarca tehdit mesajları verdi ve son zamanlarda Dera’da yaşanan askeri gerginlikte, genellikle askeri çözümlere yöneldiği için önemli bir rol oynadı.
Halep’in güney kırsalındaki Khanaser bölgesinden gelen Luka, 2017’de Humus kentindeki Al-Waer mahallesinin kontrolünde en büyük role sahip olduğu için rejime bağlı en önde gelen güvenlik figürlerinden biri olarak kabul ediliyor. 2012 yılında Humus’ta Siyasi Güvenlik Şubesi başkanlığını devralan Tuğgeneral Nasr al-Ali’nin ardından Humus kentindeki ilk barışçıl gösterilere karşı güvenlik boğuculuğuyla tanınıyordu.
Adı, hapishanelerde tutuklulara işkence yapmaktan sorumlu rejim güvenlik görevlilerinin listelerinde de yer aldı.
2012’de Avrupa Birliği, göstericilere ve sivil halka yönelik işkencelere katılması nedeniyle Tümgeneral Hossam Louka’yı yaptırım listesine dahil etti.
مدير مخابرات نظام الأسد المعاقب أميركيا يشارك بمؤتمر في القاهرة مع نظرائه العرب
شارك مدير إدارة المخابرات العامة لدى نظام الأسد، اللواء حسام لوقا في “المنتدى العربي الاستخباري” الذي ترعاه مصر وأقيم على أراضيها قبل يومين (9 تشرين الثاني الحالي).
وظهر لوقا في صورة جمعت عددا كبيرا من مديري ورؤساء أجهزة المخابرات في الوطن العربي، الذي يجتمعون وفق بيانات رسمية مصرية حول التطورات في أفغانستان.
وفي شباط الماضي وبمشاركة الرئيس المصري عبدالفتاح السيسي، ورئيس المخابرات العامة وعدد من رؤساء أجهزة المخابرات العربية، اُفتتح مقر “المنتدى العربي الاستخباري” بالقاهرة، بحضور الأمين العام لجامعة الدول العربية، أحمد أبو الغيط.
ولعبت مصر الدور الرئيسي في إنشاء هذا المنتدى الذي يعد الأول من نوعه في المنطقة. وتعاقب الولايات المتحدة الأميركية منذ أيلول 2020 حسام لوقا وتتهمه بارتكاب جرائم بحق السوريين، ومساندة نظام الأسد في اضطهاد الشعب السوري.
ويدير اللواء حسام لوقا إدارة المخابرات العامة في سوريا، بتعيين من بشار الأسد منذ تموز 2019.
إلى جانب ذلك، عيّنه بشار الأسد مسؤولاً عن “اللجنة الأمنية” في درعا، ويتمتع لوقا بعلاقات قوية مع ضباط من المخابرات في درعا، إضافة لقربه من الضباط الروس.
وفي أحداث درعا الأخيرة قبل أشهر تكرّر إيصاله رسائل تهديد خلال الاجتماعات مع وفود المصالحات والمفاوضات في درعا، كما له دور كبير في التصعيد العسكري الذي يجري في درعا منذ فترة قريبة إذ يميل للحلول العسكرية في كثير من الأحيان.
وينحدر لوقا من منطقة خناصر بريف حلب الجنوبي، ويعتبر من أبرز الشخصيات الأمنية التابعة للنظام، حيث كان له الدور الأكبر في السيطرة على حي الوعر في مدينة حمص، عام 2017، وسبق أن تسلم لوقا رئاسة فرع الأمن السياسي في حمص، في 2012، خلفاً للعميد نصر العلي وعرف بسطوته الأمنية ضد المظاهرات السلمية الأولى في مدينة حمص.
كما برز اسمه ضمن قوائم الشخصيات الأمنية التابعة للنظام المسؤولة عن تعذيب المعتقلين في السجون.
وفي عام 2012 أدرج الاتحاد الأوروبي اللواء حسام لوقا على قائمة العقوبات، بسبب مشاركته في تعذيب المتظاهرين والسكان المدنيين.
