Calling for respect and preservation of the integrity and unity of Libyan financial institutions and the National Oil Corporation
The Libyan National Oil Corporation welcomed, on Saturday, the final statement of the Paris conference, which called for respecting and preserving its integrity.
On Friday, the Paris International Conference on Libya was held, with the participation of about 30 countries and organizations, including neighboring countries and others divided over the conflict.
The NOC said, in a statement, that the conference “expressed its deep concern about the ongoing attempts by armed groups to exercise control over the National Oil Corporation and oil exports, and that such actions may pose a threat to Libya’s peace, security and stability.”
“Its continued its role as a technical, economic and non-political institution that seeks to maintain the continuation of oil production and achieve the highest revenues to strengthen the national economy in the service of all Libyans,” she stressed.
It added that it is “continuing on the path it followed years ago, which is based on impartiality and transparency in showing oil revenues on a monthly basis, in a way that enhances the complete reassurance of the Libyan people and helps the continued flow of oil for the benefit of all Libyans.”
The corporation stressed “the necessity of stopping all arbitrary measures and attempts of extortion against some workers in the oil sector at various levels.”
It also stressed, “the need to protect it and its companies from some (unidentified) armed groups that are trying hard to infiltrate the oil sector and monopolize it to create illegal sources of funding for them, and work to foment chaos and disrupt international endeavors aimed at stabilizing Libya.”
The final statement of the Paris conference called on all actors to respect and preserve the integrity and unity of Libyan financial institutions and the National Oil Corporation, in line with Resolutions 2259 (2015), 2441 (2018), and 2571 (2021) of the United Nations Security Council.
The statement expressed concern about the armed groups’ continued attempt to impose their control over the National Oil Corporation and the export of oil, stressing that these actions would threaten peace, security and stability in Libya.
In their final statement, the conference participants threatened to impose sanctions on individuals who “will attempt to take any action that would obstruct or undermine the elections scheduled in Libya” on December 24, whether they are inside or outside the country.
Despite the ongoing disputes over the electoral laws, the commission opened, on November 8, the door for candidacy for the presidential and parliamentary elections.
Libyans hope that the elections will contribute to ending an armed conflict that has plagued the oil-rich country. With the support of Arab and Western countries, mercenaries and foreign fighters, the militia of retired Major General Khalifa Haftar fought for years against the former internationally recognized Government of National Accord.

رحبت المؤسسة الوطنية للنفط الليبية، السبت، بالبيان الختامي لمؤتمر باريس، الذي دعا إلى احترام نزاهتها والحفاظ عليها.
والجمعة، عقدت فعاليات مؤتمر باريس الدولي بشأن ليبيا، بمشاركة نحو 30 بلدا ومنظمة، منها دول مجاورة وأخرى منقسمة حيال الصراع.
وقالت المؤسسة، في بيان، إن المؤتمر “أعرب عن قلقه البالغ إزاء المحاولات المستمرة للجماعات المسلحة لممارسة السيطرة على المؤسسة الوطنية للنفط وصادرات النفط، وأن مثل هذه الأعمال قد تشكل تهديدا لسلام ليبيا وأمنها واستقرارها”.
وأكدت “استمرار دورها كمؤسسة فنية اقتصادية وغير سياسية تسعى للمحافظة على استمرار إنتاج النفط وتحقيق أعلى الإيرادات لتعزيز الاقتصاد الوطني خدمة لكل الليبيين”.
وأضافت أنها “ماضية في الطريق الذي انتهجته منذ سنوات، المبني على الحيادية والشفافية في إظهار الإيرادات النفطية بشكل شهري وبما يعزز الطمأنينة التامة لدى الشعب الليبي ويساعد على استمرار تدفق النفط لصالح كل الليبيين”.
وشددت المؤسسة على “ضرورة إيقاف كافة الإجراءات التعسفية ومحاولات الابتزاز التي يتعرض لها بعض العاملين بقطاع النفط على مختلف المستويات”.
كما أكدت “ضرورة حمايتها وشركاتها من بعض الجماعات المسلحة (لم تحددها) التي تحاول جاهدة التغول في قطاع النفط والاستئثار به لخلق مصادر تمويل غير مشروعة لها، والعمل على إثارة الفوضى والتشويش على المساعي الدولية الهادفة لاستقرار ليبيا”.
ودعا البيان الختامي لمؤتمر باريس، جميع الجهات الفاعلة إلى احترام نزاهة ووحدة المؤسسات المالية الليبية والمؤسسة الوطنية للنفط والحفاظ عليهما، تماشيًا مع القرارات 2259 (عام 2015) و2441 (2018)، و2571 (2021) الصادرة عن مجلس الأمن التابع للأمم المتحدة.
وأعرب البيان عن القلق إزاء استمرار المجموعات المسلحة في محاولة فرض سيطرتها على المؤسسة الوطنية للنفط وعلى تصدير النفط، مؤكدا أن هذه الأعمال من شأنها أن تهدد السلام والأمن والاستقرار في ليبيا.
وهدد المشاركون في المؤتمر في بيانهم الختامي بفرض عقوبات على الأفراد الذين “سيحاولون القيام بأي عمل من شأنه أن يعرقل أو يقوض الانتخابات المقررة في ليبيا” في 24 ديسمبر/ كانون الأول المقبل، سواء كانوا داخل البلاد أو خارجها.
ورغم الخلافات المستمرة حول قانوني الانتخاب، فإن المفوضية فتحت، في 8 نوفمبر/ تشرين الثاني الجاري، باب الترشح للانتخابات الرئاسية والبرلمانية.
ويأمل الليبيون أن تساهم الانتخابات في إنهاء صراع مسلح عانى منه البلد الغني بالنفط، فبدعم من دول عربية وغربية ومرتزقة ومقاتلين أجانب، قاتلت مليشيا اللواء المتقاعد خليفة حفتر، لسنوات، حكومة الوفاق الوطني السابقة، المعترف بها دوليا.
